Chair, PIH Health, Inc.,
Board of Directors FY 2023

Thank you for reading PIH Health’s Fiscal Year (FY) 2023 Annual Report. Looking back, we are immensely grateful to our employees, physicians, and volunteers for their steadfast dedication and perseverance as we rise to address the challenges of a vastly changing healthcare landscape to ensure that we continue to elevate the care we provide to our patients.

Hospitals and health systems across the nation have been facing significant financial challenges due to the rising cost of supplies, medical devices, pharmaceuticals, labor, and other factors. This fiscal year, our organization experienced the largest operating loss in our history, and as a result, we had to make hard decisions and implement innovative solutions. These challenges allowed us to assess our current operations and identify ways to work more cost effectively with a focus on sustainability and resilience. As we continue to work toward new opportunities for our organization’s continued growth, the advancement of the health and well-being of the communities we serve remains our priority.

This year, we’ve made many improvements to give our patients enhanced access to our services throughout the enterprise. We opened our newest retail pharmacy on the Downey campus, expanded post-acute services in our downtown Los Angeles hospital with the opening of a new transitional care unit, and, after reassessing our spaces, reorganized some of our facilities to conserve resources, reduce waste, improve efficiency, and offer more comprehensive care.

We’ve been able to resume efforts in areas that were interrupted by the COVID-19 pandemic and moved forward with our strategic growth initiatives to expand and strengthen programs, including cancer, cardiology, and digestive services. We are also exploring options to develop and commercialize our properties to generate additional revenue and create more access to our multispecialty care teams and programs.

This year also saw the return of the PIH Health Foundation Gala after a three-year hiatus. Thanks to the generosity of our community and donors, the PIH Health Foundation raised $6 million to fund technological advancements, purchase updated equipment, and support the growth of PIH Health Heart and Vascular Center. In turn, we also continued to give back through fruitful partnerships with local organizations that help to meet the needs of our communities and participated in initiatives that empower and uplift our communities.

In this report, we are proud to highlight the tremendous achievements of our organization in healthcare safety and excellence and technological modernization, and celebrate the well-deserved recognitions of many of our physicians and employees for their commitment to our Patients First vision and invaluable contributions to our organization and community.

The future of PIH Health is bright, and we truly believe that by embracing change and opening ourselves to innovation we can grow forward and lead the way in building a more equitable, accessible, and sustainable healthcare system for all we serve.

Highlights

Over the past year, much has transpired for PIH Health as an organization.
Following are some of the highlights from FY 2023.

IMPROVING ACCESS TO CARE

This fiscal year, PIH Health has been working to improve upon our processes and delivery pathways to increase patient access to care and promote better health outcomes. Most recently, we’ve increased access to primary care and our multispecialty offices through the addition of new physicians, nurse practitioners, and physician assistants at all locations across our service area.

We have also made upgrades to increase appointment availability and improved call answering times, and, as of March 2023, PIH Health now offers convenient online scheduling. Additionally, our patient outreach program supports our patients by helping to schedule appointments, lab work, exams, screenings, vaccines, or other preventive and follow-up care.

We continued to invest in technology and make operational improvements, and have reorganized some of our facilities to offer more convenient patient access to our multidisciplinary care teams and other services such as retail pharmacy and imaging. Some of these changes can be seen in the following new developments at PIH Health:

Opening of Transitional Care Unit (TCU) at PIH Health Good Samaritan Hospital

In October 2022, PIH Health opened a TCU on the sixth floor of PIH Health Good Samaritan Hospital. The new facility houses 28 licensed beds—with additional beds to be added soon—and offers multi-level healthcare for patients on our hospital campus. The TCU allows PIH Health to continue to care for patients who need additional rehabilitation and transitional care before returning home from a hospital stay. This level of care helps patients build strength to take care of themselves before they return home.

Daily activities in transitional care help patients improve their ability to care for themselves, such as balance and movement, flexibility and coordination, strength and stamina, thinking, speaking, and swallowing. Transitional care also lowers the risk of hospital readmission, reduces complications related to the transfer of care among at-risk populations, and improves patient satisfaction.

“We are excited to offer residents of downtown Los Angeles the services of a skilled nursing facility within a hospital campus,” said PIH Health Vice President of Post-Acute Care Services Shelly Necke MSN RN.

New PIH Health Retail Pharmacy Opens at PIH Health Downey Campus

In June 2023, PIH Health opened its newest retail pharmacy at the PIH Health Downey Medical Office Building—just across the parking lot from PIH Health Downey Hospital. The new location offers the same quality and convenient services as other PIH Health retail pharmacies in Los Angeles, Santa Fe Springs, and Whittier. Services include screenings such as blood pressure readings, bedside pharmacy—a program that delivers prescription medications to patient rooms before they go home so they don’t have to make a separate trip to the pharmacy—flu and COVID-19 vaccinations, and more.

PIH Health Opens New Cardiology and House Clinic Offices

In June 2023, renovations in the South Tower of PIH Health Wilshire Medical Office Building (located at 1245 Wilshire Boulevard, Los Angeles, CA 90017) were completed to offer a convenient new space for cardiology patients in the Los Angeles area. The entire fifth floor is now devoted to a variety of cardiovascular offices including cardiothoracic and vascular surgery and the full lineup of noninvasive testing services, such as full body vascular ultrasound imaging, echocardiogram, arrhythmia monitoring, heart failure monitoring, and various forms of cardiac stress testing. Patients now have access to PIH Health’s wide range of cardiology services in one convenient space—from multiple consultative services to comprehensive diagnostic imaging.

“We are committed to providing the best cardiovascular care for our patients, so we are upgrading the entire space to improve accessibility and patient convenience,” said PIH Health Cardiologist Guy Mayeda MD.

Additionally, in April 2023, PIH Health House Clinic consolidated its services in the fourth floor of the South Tower for the convenience of patients with complex ear, hearing, skull-base and neurological disorders

CULTURE OF INNOVATION AT PIH HEALTH

Across the organization, we’ve been particularly focused on creating efficiency and promoting sustainability, specifically in the areas of supply chain and operations, and are continuously looking and reevaluating areas where we can improve our delivery methods and reduce waste.

PIH Health Holds Resource Conservation Contest

In October 2022, PIH Health hosted its first Resource Conservation Contest, asking employees, volunteers, and physicians throughout the enterprise to submit suggestions for how PIH Health can reduce, reuse, or recycle, in order to make the most of limited resources, while improving quality of life for everyone.

Medical Director of Palliative Care Nathan Hashimoto MD, was the winner of the PIH Health Resource Conservation Contest. His winning idea was to turn off the two escalators at the Moseley Salvatori Conference Center on the PIH Health Good Samaritan Hospital campus. He recommended running the escalators only when the conference center is open and actively hosting a large meeting. Previously, those escalators were running 24 hours every day, with each escalator consuming about 60,000 kWh of electricity annually. To compare, the average Los Angeles household consumes about 11,000 kWh of electricity annually. The PIH Health Facilities team estimates that employing Dr. Hashimoto's idea would reduce annual electricity consumption of the two escalators by about 80%.

Other innovative ideas from around the enterprise included the installation of motion light sensors in storage closets, bathrooms, and in nonclinical areas with low activity. In total, more than 100 distinct resource conservation ideas were received, which the PIH Health Enterprise Supply Chain team will continue to vet for potential implementation. As our community’s health and wellness partner, we are committed to implementing some of these sustainable ideas to optimize the use of our resources and keep our environment beautiful.

PIH Health’s First Vendor Diversity Fair

In June 2023, spearheaded by System Vice President of PIH Health Enterprise Supply Chain Chico Manning, the PIH Health Enterprise Supply Chain Team hosted a Vendor Diversity Fair in collaboration with the Hospital Association of Southern California (HASC), and Communities Lifting Communities (CLC), an initiative of HASC. The event was held in the PIH Health Whittier Hospital Blanchard-Haendiges Auditorium and welcomed over 100 participants including representatives from other local hospital supply chain departments, local chambers of commerce, and diverse vendors for an afternoon of education and networking. The Vendor Diversity Fair gave vendors an opportunity to meet directly with purchasing agents, share their business plan/offerings, register for diverse vendor databases, engage with the broader Southern California hospital networks, and make quality connections. Through this event and through its close partnership with HASC and CLC, PIH Health hopes to empower diverse vendors to better understand PIH Health’s and other hospitals’ procurement processes and requirements, creating more opportunities for all and ultimately contributing to the overall growth of our communities.

This successful partnership is an example of Chico’s support of diverse vendors and using PIH Health’s buying power to create opportunities for local vendors, while continuing to meet the needs of the health system and contribute to the growth and empowerment of our community. In August 2023, Chico was nominated and was selected as a finalist for Health System Executive of the Year at the Los Angeles Business Journal’s annual Healthcare Leadership Awards. PIH Health has been proud to recognize Chico for his work in helping PIH Health become a more sustainable, adaptable, and equitable organization.

CONTINUED EXPANSION IN LOS ANGELES

In August 2023, PIH Health announced it has retained H2C Securities Inc., a strategic advisory and investment banking firm, to assist in a process to identify an experienced, financially capable developer to partner with the organization to develop contiguous land parcels adjacent to the PIH Health Good Samaritan Hospital campus in Downtown Los Angeles. A future development is envisioned to be a long-term enhancement for the community and the PIH Health Good Samaritan Hospital campus.

The developable parcels total ±5.7 acres with prominent frontage on Wilshire Boulevard as well as Valencia, West 6th, and Witmer Streets (Site). The Site's strategic location and zoning classification present a distinct opportunity for a developer(s) to create a diverse array of mixed-use project(s). The Site was acquired by PIH Health as part of its acquisition of the 408-bed PIH Health Good Samaritan Hospital campus in 2019 and is a continued investment by PIH Health in its commitment to the residents of Southern California and Downtown Los Angeles.

“As the communities’ health and wellness partner, we are committed to looking for partners who will work with us to provide the very best possible use of this land in service to those who live and work in Downtown Los Angeles,” said PIH Health President and Chief Executive Officer James R. West.

Hospital Achievements

PIH Health remains on the forefront of digital innovation and receives annual recognition for our dedication to excellence in digital health. Our fully integrated health system offers the latest technological advancements in healthcare, and we continue to optimize our information technology operations to maintain seamless interoperability across the PIH Health system, resulting in reduced operational costs, increased efficiency, and enhanced quality of healthcare. We also provide our staff with appropriate training and ongoing education that is crucial to address potential security vulnerabilities and keep patient data safe and secure.

PIH Health Earns CHIME Digital Health Most Wired Recognition

PIH Health reached full technological integration of PIH Health Good Samaritan Hospital into the PIH Health system last fiscal year—ensuring coordinated delivery of care systemwide. Through this massive endeavor, PIH Health Good Samaritan Hospital was named 2022 CHIME Digital Health Most Wired recipient by the College of Healthcare Information Management Executives for the first time in October 2022, joining PIH Health Whittier Hospital (ninth year) and PIH Health Downey Hospital (fifth year), and PIH Health Physicians (fourth year) in this prestigious recognition.

PIH Health Good Samaritan Hospital rose from last year’s baseline score of Level 6 to a Certified Level 8 in line with PIH Health’s other hospitals, earning special recognition as the Most Improved organization. This great achievement was due to the implementation of technology infrastructure advancements and updates to medical software systems at PIH Health Good Samaritan Hospital, which now align with those used across PIH Health. The installation of the updates improved the coordination and delivery of care systemwide, resulting in better care for our patients.

“We are honored to once again receive Digital Health Most Wired awards, and even more delighted that our newest hospital, PIH Health Good Samaritan Hospital, has also earned CHIME’s recognition in alignment with our other hospitals,” said PIH Health Chief Information Officer Jason Fischer. “This achievement can only be attributed to the hard work, dedication, and innovative efforts of our staff and physicians. As our health system continues to expand, we remain committed to delivering an increasingly higher-quality of care to our patients by providing the latest technological advancements in healthcare that improve efficiency, accuracy, and ensure better outcomes for our communities.”

Additionally, all three hospitals have been recognized for their commitment to providing research-based, high-quality stroke care that supports better outcomes for stroke patients.

PIH Health Receives Get With The Guidelines® Quality Achievement Awards

In July 2023, PIH Health Downey Hospital and PIH Health Good Samaritan Hospital earned Get With The Guidelines® Stroke Gold Plus quality achievement award and PIH Health Whittier Hospital received Get With The Guidelines® Stroke Silver Plus quality achievement award from the American Heart Association.

All three hospitals also received the American Heart Association’s Target: Type 2 Diabetes Honor Roll award, for ensuring patients with Type 2 diabetes, who might be at higher risk for complications, receive the most up-to-date, evidence-based care when hospitalized due to stroke. Additionally, PIH Health Good Samaritan Hospital and PIH Health Whittier Hospital received the Target: Stroke Honor Roll Elite award for meeting quality measures developed to reduce the time between the patient’s arrival at the hospital and treatment with the clot-buster tissue plasminogen activator (tPA), the only drug approved by the U.S. Food and Drug Administration to treat ischemic stroke.

“PIH Health is committed to improving care by adhering to the latest treatment guidelines and streamlining processes to ensure timely and proper care for heart attacks and strokes,” says PIH Health System Director of Quality Programs Krystal Valdez RN MSN ACNS-BC. “The Get With The Guidelines programs make it easier for our teams to put proven knowledge and guidelines to work on a daily basis, which helps us ensure more people in our service communities experience longer, healthier lives.”

Community Benefit

Together We Grow

PIH Health is dedicated to being the community’s health and wellness partner. As a nonprofit organization, PIH Health demonstrates this commitment through community benefit programs and activities aimed at delivering treatment and fostering health and healing in response to the needs of the community.

This year, PIH Health has continued to invest and support local organizations and initiatives that service and help to empower our surrounding communities. For FY 2023, our total community benefit investment was $196,031,455. PIH Health’s Community Benefit Annual Report details the programs behind these investments that are essential to providing healthcare for those most in need, including medical financial assistance, health professions student training, support groups, research, and more.

Additionally, our generous PIH Health employees showed their continued support of the community and, once again, participated in an adopt-a-family holiday gift distribution, making holiday wishes come true for 221 families in need and served by The Whole Child. Our employees and volunteers also helped students in the service area in preparation for the 2023-2024 school year by providing a total donation of more than 350 backpacks filled with school supplies that were distributed at a local Back to School Giveaway event hosted by our community partner Helpline Youth Counseling, Inc. (HYC). Additionally, HYC awarded PIH Health Whittier Family Medicine Residency Program with the HYC Health Hero award for its support of local schools’ existing wellness programs by sharing heart-healthy lessons and activities that encourage students to practice healthy habits. Furthermore, our PIH Health employees have collaborated with local schools to provide educational outreach for students who are interested in healthcare careers.

Through our community benefit initiatives, we hope to make impactful contributions to uplift our communities through our fruitful partnerships, so we can all continue to grow and flourish together.

Our Community Benefit Investment in FY 2023

PIH HEALTH FOUNDATION

Supporting the Health of Our Communities

PIH Health Foundation is a 501(c)(3) nonprofit organization with the sole mission of raising funds through philanthropy to benefit PIH Health and its affiliates, including PIH Health Downey Hospital, PIH Health Good Samaritan Hospital, and PIH Health Whittier Hospital. Funds raised by PIH Health Foundation benefit the communities PIH Health serves through quality healthcare and health-based programs and services.

In FY 2023, $6 million was raised in support of PIH Heath’s mission of providing outstanding care for our patients and our community. This past year, we were happy to resume all of our in person events and are so appreciative to the community for their sincere generosity and enthusiastic support of PIH Health.

The 2022 Frank Scott Pro/Am Golf Tournament was held at Industry Hills Golf Course in October. Community members and loyal supporters spent the day giving back on the greens—raising over $330,000 for areas most needed at PIH Health. In March 2023, Circle of Excellence members gathered for a special in person event at the Wilshire Country Club in Los Angeles. Attendees heard from Steven Burstein MD, PIH Health interventional cardiologist, who is at the forefront of less invasive, lower-risk catheter-based procedures for patients with severe coronary artery disease and structural heart defects.

In April 2023, PIH Health Foundation hosted its Gala. This year’s “A Million Dreams” gala was an extra special event after a three-year hiatus due to the COVID-19 pandemic, welcoming 665 guests to the Terranea Resort in Palos Verdes and raising over $515,000 in support of Comprehensive Cardiac Care Services provided by PIH Health Heart and Vascular Center. PIH Health is thankful for the outpouring of generosity and unwavering support of our community, which have helped make all our events this year so successful.

In August 2023, PIH Health Foundation also launched Passion+Purpose, a new systemwide PIH Health employee giving campaign that brings the PIH Health family together to explore their passions, share their purpose, and focus their generosity toward making a positive impact on featured projects or passion funds that matter most to them.

The meaningful and purpose-driven contributions of all our donors continues to help PIH Health deliver exceptional care to our patients and communities. As always, we thank our tremendous donors for their generous support of our lifesaving mission

In Memoriam

It is with deep sadness and a sense of loss that we honor important members of our community who passed away during the last year.

Daniel Adams

PIH Health, Inc. past President and Chief Executive Officer Daniel F. Adams passed away on March 22, 2023. Mr. Adams led PIH Health from 1990 through 2004. He was a brilliant strategist, an innovative financial planner, and a motivational leader who—together with the Board of Directors, administrative team, and Medical Staff—created the foundation for what PIH Health is today.

When Mr. Adams started at PIH Health, rapid changes in the healthcare industry were challenging the very existence of hospitals throughout the nation. His strategic and financial improvements pushed the status quo and resulted in a significantly stronger position for the organization, including improved operating margins and a growing endowment, while maintaining and improving an outstanding level of care.

Mr. Adams led significant expansion of PIH Health both within and outside of the Whittier campus. Internally, he helped to bring greater investment in medical equipment and technology, and initiated projects such as the design and build of the Hubert C. Perry Health Pavilion, the Ed L. Shannon Tower, the Ruby L. Golleher Comprehensive Cancer Program, the R.C. Baker Transitional Care Unit, and the Patricia L. Scheifly Breast Health Center, all of which led to enhanced care for patients and the community. But, most importantly, Mr. Adams spearheaded PIH Health’s entry into the managed care arena and created the bedrock of the organization’s physician alignment strategy with the acquisition of Gallatin Medical Foundation—which was the genesis for what is now PIH Health Physicians.

Mr. Adams had the vision to understand that making a greater impact on the community required extending beyond the grounds of the Whittier campus, overseeing the strengthening of PIH Health’s relationships with local medical groups, building stronger community medicine programs, and establishing off campus clinics. His vision and organizational acumen made him one of Southern California’s most respected healthcare leaders. PIH Health attributes much of its current success to the foundation that he built.

K. Leo Buxbaum MD

K. Leo Buxbaum MD, born December 17, 1931 in Griesheim, Hessen, Germany, died in Whittier, California after a brief illness on March 12, 2023, at the age of 91. His father, the late Henry (Heinrich) Buxbaum MD, was the last Jewish physician in Germany treating non-Jewish patients after this was prohibited by the Nazi regime in 1936. Dr. Buxbaum and his family were able to immigrate to the United States in April of 1938. They lived in Bombay, New York for four years before moving to Canandaigua, New York.

Dr. Buxbaum attended and graduated from the Canandaigua Academy in 1949, where he was a state butterfly swim champion. He won a Regents Scholarship to Cornell University, where he majored in chemistry. Short of graduation from Cornell, he matriculated at the University of Rochester Medical School, from which he graduated in 1956. After a residency in Internal Medicine and a fellowship in Hematology at UCLA School of Medicine, Dr. Buxbaum began his medical practice in Van Nuys, California. He also worked as an attending physician at Los Angeles County Hospital, supervising the training of residents there.

He became one of the pioneers of fiberoptic gastroscopy—a procedure introduced in the United States by Dr. Hiromi Shinya that allowed doctors to view the lining of the stomach and intestines—adding significant refinements to its equipment and use. Dr. Buxbaum purchased his own equipment and installed it at what is now PIH Health Whittier Hospital, where served for 25 years as Chief of Gastroenterology and then Chief of Medicine. He was meticulous about record-keeping for diagnostic purposes, and he filmed each of the several thousand procedures he performed, which are still used as a teaching tool.

On his retirement from practice after 40 years, Dr. Buxbaum taught the Introductory Program for Medical Students at USC's Keck School of Medicine for another ten years. He is survived by his wife of 51 years, Frances, two sons, and five grandchildren.

Joseph Harrison Fairbanks Jr. PhD

Joseph Fairbanks PhD, a distinguished college professor, devoted volunteer, and beloved husband, father, and grandfather, passed away peacefully on September 9, 2023, following a brief illness.

Dr. Fairbanks was born in Bisbee, Arizona on October 28, 1931. He graduated from the University of Arizona with a bachelor of arts in 1953, and honorably served on active duty in the United States Army as a First Lieutenant from 1953 to 1955. After working for both NCR and Pfizer, he returned to study at the University of Arizona where he received his doctorate in history in 1972.

Dr. Fairbanks began teaching history at Whittier College in Whittier California in 1970 and was a highly regarded professor, advisor, and colleague until his retirement in 1996. He served as chairman of the faculty for two years, and chairman of the history department for three.

A lifetime volunteer and longstanding active member of his community, he served on the board of PIH Health for 25 years including four years serving as Chairman of the Board. He also served as an Elder in Whittier Presbyterian Church, and as a Director of the Whittier Area Schools Federal Credit Union. Dr. Fairbanks was a lifelong blood donor to the American Red Cross, a member of the American Iris Society, and in retirement a volunteer for the Santa Monica Public Library.

All who knew him, were familiar with his love for fishing and his extraordinary gift for storytelling. Along with his intelligence and wit, he was revered for his profound generosity and his kind and compassionate spirit. Dr. Fairbanks is survived by his wife Constance, two daughters, four grandchildren and three great-grandchildren.

Donald E. Wood

Donald E. “Bill” Wood, passed away on December 11, 2022, at the age of 98. Mr. Wood grew up in the City of Whittier and is remembered for his love of the outdoors, he was an avid hiker, aviator, fisherman, and hunter.

He attended Whittier High School, graduating in 1941. He enrolled at Stanford University to study mechanical engineering, but his studies were interrupted by World War II. After the attack on Pearl Harbor, Mr. Wood enlisted in the Marines and served his country admirably and with distinction as a captain during WW II and the Korean War. After the war, he completed his degree at the University of California, Berkeley. He would eventually leave his engineering career behind to work with his father in automobile sales. Mr. Wood quickly became the president and then owner of Community Pontiac, which would then become Community Honda, in Whittier.

Mr. Wood served as a Trustee of Whittier College for over 30 years, beginning in 1975. He served on the PIH Health Board of Directors for 20 years beginning in 1977. He received an honorary doctorate in 1998 and his level of service and giving earned him the title of Poet Laureate. He was a tireless and generous supporter of Purple and Gold, Friends of the Shannon Center, Wardman Library, and much more.

Mr. Wood was married to his first wife, Nadine, for over 50 years, and they had four children. Following her passing, he married Jan (Slater) Lopez and they celebrated 14 happy years together. In 2004, he endowed the Nadine Austin Wood Chair in U.S. History in honor of his late wife and to support the scholarship of excellent professors in that discipline. More recently, he endowed the Jan Lopez Wood Endowed Fellowship in Studio Arts in honor of his wife Jan to support the efforts of high-achieving students in the visual arts.

Mr. Wood was an active member of the Whittier High School Alumni Association and a generous benefactor. He also gave generously to his church, the YMCA, the Boy Scouts, Stanford, UC Berkeley, and PIH Health. Mr. Wood is survived by his wife, Jan, and four children.
